Empowering Producers: Navigating EPR Reporting with CAA’s Guidance

This blog post is written by Geoffrey Inch, SVP, Producer Services at Circular Action Alliance

As the deadline for reporting under Oregon’s Extended Producer Responsibility (EPR) packaging law quickly approaches on March 31, 2025, producers must take proactive steps to ensure compliance. At Circular Action Alliance (CAA), we are committed to making this process seamless and straightforward, providing the resources and support producers need to navigate these new requirements with confidence.

The regulatory landscape can be complex, but CAA has been working diligently to prepare for a smooth registration and reporting experience.

Here’s how we’re setting producers up for success:

  • Agreements – Our producer agreements are finalized, ensuring a clear and structured path to compliance.

  • Producer Portal – The CAA registration and reporting portal is fully operational, offering a platform for producers to fulfill their obligations efficiently.

  • Guidance– We’ve developed comprehensive guidance materials, including tailored webinars and resources designed to meet producers where they are in their compliance journey.

  • Engagement-CAA has hosted numerous webinars in 2025, with a focus on all aspects of the producer journey from onboarding, to registration, reporting and fees.

  • Support-Our Producer Support team has been staffing up to support thousands of questions from producers about how to register and complete on-time reports.

Steps to Register and Report

The first step to meeting your obligations under Oregon’s packaging EPR law is to register with CAA. Even if you have previously registered, however, you still have more to do to get your report in by the March 31, 2025 deadline.

To finalize your registration, you must:

  1. Complete the updated registration form.

  1. Sign the Participant Producer Agreement (PPA).

  1. Review and sign the required State Addenda for your obligations.

  1. Report your data into the CAA Producer Portal by March 31 for Oregon.

These steps are time-sensitive and required for you to submit your producer supply report. If you are unsure of your status or stuck in any way, please contact producer.support@circularaction.org as soon as possible.
