Producer Reporting
Producers are required to submit reports to CAA detailing the quantities of covered materials supplied into applicable states. Submitting accurate producer reports to CAA is a critical step in complying with EPR laws, as they are used as an input to accurately and fairly set EPR fees or dues that producers will pay to CAA.
After completing registration with CAA and signing the Participant Producer Agreement, producers should review CAA’s producer reporting guidance and begin collecting their supply data for their producer reports.
Reporting Overview
While producer reporting requirements vary by state, reporting for obligated producers generally includes the following steps:
Producers identify the internal person or team to support the development of their report.
Producers select the best available methodology for collecting base supply data of covered materials such as packaging, paper, and food serviceware.
Producers determine the relevant information needed for the report, including sales and packaging weights of covered materials they supply into the state program, brands represented in the report, and all affiliated or associated producers that are also obligated in the program (see guidance for details).
Producers enter and submit their report on CAA’s Producer Portal.
Reporting Periods
Reporting requirements vary by state, but there are some key dates for each reporting cycle:
Data Year: The calendar year or period for which a producer’s reported supply data should be representative.
Report Date: The deadline by which your producer supply report must be submitted to CAA.
Payment Dates: The date by which your producer fees/dues are paid to CAA, as specified on the invoice and subject to any applicable payment terms.
Program Year: The calendar year or period when program compliance obligations and targets apply. Typically, the Program Year follows the Payment Date and Report Date by one year, and follows the Data Year by two years, though there may be exceptions during the program’s startup phase.
For example, for Oregon’s first reporting cycle, the Data Year is calendar year 2024, reports are due March 31, 2025, and the Payment Date is in July 2025. Thus, producers must report their full-year 2024 supply data on CAA’s Producer Portal by March 31, 2025.
