1. Registration next steps: Sign the Participant Producer Agreement (PPA) after sharing updated registration information.
Update your registration data using CAA’s updated registration form.
Once your company’s registration is verified, CAA will send the PPA to your Authorized Representative for signature via DocuSign. Due to the volume of registrations, please expect to receive this within 3-5 business days after submitting the updated registration information.
After a signed PPA is received and processed by CAA, additional reporting guidance will be sent to you. Login credentials for the producer reporting portal will be issued in January 2025. Therefore, CAA is asking that the PPA is signed by all producers before December 31, 2024.
2. CAA is also in the process of finalizing the Oregon State Addendum, which complements the PPA, formalizes the obligated producer in Oregon, and allows for producer reporting to be submitted.
CAA will conduct a consultation period for the Oregon State Addendum where producers can provide feedback to the draft document. The consultation will be issued before November 22 and run through December 6.
Your primary contact will receive an email with a copy of the Oregon State Addendum and a link to the survey to provide feedback on the Addendum.
The survey will close on December 6.
The final Addendum will be available for signature in January 2025.
3. CAA has developed a national, harmonized fee-setting methodology to guide fee-setting across state EPR programs. Fee rates will vary for each state due to state-specific inputs such as varying regulatory requirements, recycling costs and material supply quantities.
CAA determines the total cost of operating a program in a state and allocates the costs to each material based on the cost to manage each material type, the total amount of each material type that is supplied into a state, and the commodity revenue for recycled material.

Yes, to support producers, internal reviews of the PPA, please find a watermarked copy of the PPA here. Do not sign the watermarked version, the PPA must be signed via DocuSign. You will receive the DocuSign request once CAA has processed your updated registration information.

Companies must complete the updated registration form before receiving the PPA. A signed PPA must be submitted to CAA before gaining access to the reporting portal and reporting guidance documents. Credentials to the producer reporting portal will be issued beginning in January 2025. Therefore, CAA is asking that the PPA is signed by all producers before December 31, 2024.

We will be sharing reporting guidance with companies once they have signed the PPA. CAA is also holding Reporting Q&A sessions on November 19 and December 4, which will include an overview of key reporting elements to support producers’ preparation.

Revenue will be used for estimating market representation of CAA’s participant producers. CAA asks that companies share a number that they are most comfortable with. Estimated 2024 revenue is ideal, but we understand that not all companies are able to share revenue numbers that are not finalized or publicly available. Therefore, we ask that you provide an estimate of your U.S. annual gross revenue for the most recent year you are willing to share. CAA will not share this information publicly.

Primary Contact: This person will be the first point of contact for compliance communications with Circular Action Alliance (CAA). This will be the individual who will be notified of upcoming requirements, any requests for information, and follow-up conversations with CAA. This will enable CAA to notify your company when it is time to act to meet the applicable requirements of CAA’s producer responsibility programs. We ask that primary contacts be an employee of the producer’s company, and that any consultants representing your company with CAA please reach out to us separately to get setup to receive emails.
Authorized Representative: This person is authorized on behalf of the producer to bind the company, sign legal contracts and submit material supply data to CAA.
Reporting Representative: Once the portal is live, you will have the option to request a reporting representative be added to your company’s list of portal users. This can be an internal representative or an external representative.
