California Funding & Services Agreement and Project Schedules Public Comment Period

Between Aug. 26 and Oct. 24, 2026, Circular Action Alliance (CAA) invites California recycling and reuse interest holders to review and comment on the draft California Funding & Services Agreement and Project Schedules.

The public comment period provides an opportunity for local jurisdictions, recycling service providers, tribes, and other interested parties to help improve the clarity, usability and implementation readiness of these materials before they are finalized.

About the Public Comment Period

CAA is committed to implementing California's Extended Producer Responsibility program in accordance with statutory requirements and under CalRecycle's oversight.

As part of this work, CAA is seeking interest holder input on draft California Funding & Services Agreement and Project Schedules to help improve clarity and usability before they are finalized.

The materials released for the public comment period are drafts, and feedback received during the public comment period will be considered when finalizing the materials. CAA will continue to implement the program consistent with applicable legal and regulatory requirements under CalRecycle's oversight.
