Process

Circular Action Alliance (CAA) Oregon's 2028 program plan consultation webinars provide an opportunity for producers, local governments, service providers, end markets, NGOs, regulators and other interest holders to learn about proposed program updates, share feedback, and help inform the evolution of paper and packaging extended producer responsibility (EPR) under Oregon's Recycling Modernization Act (RMA). 

Since the launch of the RMA, CAA has engaged producers, local governments, service providers, end markets, community organizations, regulators, and other interest holders to help inform program implementation and continuous improvement.  

As CAA begins development of the Oregon program plan for 2028–2032, we are launching topic-based consultation webinars to gather feedback on proposed approaches, implementation strategies, and program priorities. These consultations are an opportunity for interest holders to learn about key program elements, provide input on future program direction, and support a transparent and inclusive planning process that reflects a broad range of perspectives.  

The input received will help inform development of the next Oregon program plan and strengthen alignment with interest holders ahead of plan finalization. This consultation process builds on the foundation established through Oregon's first program plan and supports the continued evolution of the recycling system under the RMA.

Webinar Schedule

2028 Program Plan Consultation Series

Consultation sessions are open to all interested parties with an interest in Oregon's recycling system and paper and packaging EPR implementation.  

Each consultation webinar includes:  

  • An overview of the program topic and relevant statutory requirements. 

  • A presentation from CAA outlining proposed approaches and future program direction .

  • Opportunities to submit questions. 

  • A post-webinar survey to provide feedback and additional input. 

  • Supporting resources, including webinar fact sheets, presentation materials, and session recordings when available.  

Fact sheets will be published approximately one week before each webinar. Presentation decks, recordings, and feedback surveys will be added to this page as they become available.
