Circular Action Alliance Oregon Launches Consultation Series for Development of 2028 Program Plan

Consultation webinars will gather input on proposed program updates and future decisions under Oregon’s Recycling Modernization Act

July 30, 2026 — Circular Action Alliance (CAA) Oregon has launched a series of consultation webinars to support development of the organization's next program plan, which will guide implementation of Oregon's paper and packaging extended producer responsibility (EPR) program from 2028 through 2032.

The consultation process provides an opportunity for producers, local governments, service providers, end markets, nongovernmental organizations, regulators and other interested parties to review proposed program updates, share feedback and inform future program planning.

Since implementation of Oregon's Recycling Modernization Act (RMA), CAA Oregon has engaged a range of interest holders to support program implementation and continuous improvement. As development of the next program plan begins, CAA Oregon is inviting input from interest holders to help inform program priorities, implementation strategies and potential new approaches. The feedback received through the process will support development of the 2028-2032 program plan..

The consultation series builds on the foundation established through Oregon's first program plan and supports ongoing program planning under the RMA. Sessions are open to all with an interest in Oregon's recycling system and implementation of paper and packaging EPR.

Each webinar includes: 

  • An overview of the program topic and relevant statutory requirements 

  • A presentation outlining proposed approaches and future program direction 

  • Opportunities to submit questions 

  • A post-webinar feedback survey 

  • Supporting resources, including fact sheets, presentation materials and recordings when available 

Fact sheets will be published approximately one week before each webinar. Presentation materials, recordings and surveys will be made available following each session.
